New Updated Paradata Schema

There is a new updated paradata schema (version 1.00). The version 0.1 schema at  http://ns.nsdl.org/ncs/comm_para/0.1/schemas/comm_para.xsd should no longer be used. Please see VERSION 1.00 at:

 http://ns.nsdl.org/ncs/comm_para/1.00/schemas/comm_para.xsd 

with a corresponding example XML record at:

http://ns.nsdl.org/ncs/comm_para/1.00/records/planets.xml
