NDR API Implementation Details - listCollectionIdentifiers

List the header for all collections in the NDR where a collection is a composite object for aggregating base objects providing provenience that identifies the provider(s) of metadata and information stored as a part of this collection. Collections were added via addCollection API Request.

• returns only the header section for what is returned by listCollections

Since the list of collections may be a list of active collections or a list of deleted collections, should the header include a <state> element?
