What is the purpose of a Metadata Repository?

A Metadata Repository is usually a database of some kind designed to collect, manage and make available metadata to other services. It's usually a part of a service infrastructure, which might have other parts with other functions. The NSDL has a Metadata Repository currently, which will soon be replaced with a Repository which will hold metadata and content.
